Let the vendor decide is a way to pay a vendor from your wallet when you do not choose how the money is delivered. You send the payment. Your vendor gets an email and chooses to keep the money in their ZIL MONEY wallet or move it to their bank account.
Quick answer: In Send Payment, choose Wallet as the source, pick your payee, choose Let the vendor decide, add a memo, and confirm. Your vendor then picks how to get the money.
